Over 200,000 Maine households qualify for the “Circuit Breaker” program which offers relief by way of a tax refund or rent refund on their primary residence.
The average rebate across Maine for the last application period was $515.00 and some are eligible for up to $2000.00.
According to the Maine Revenue Service, you may qualify for a refund if:
You do not have a spouse or dependent(s) and your 2007 household income was $60,000 or less; or
You do have a spouse or dependent(s) and your 2007 household income was $80,000 or less;
Your 2007 property tax was more than 4% of your 2007 household income; or
The rent you paid in 2007 was more than 20% of your 2007 household income.
NOTE: Seniors do not need to meet this requirement when their household income is below $13,600 for those living alone or below $16,800 for those living with a spouse or dependent. See the application booklet for more information on who qualifies for the senior portion of the program.

A survey on the effect the closing of the Brunswick Naval Air Station will have on the local housing market was released Tuesday to a state panel.
The survey, which the Maine State Housing Authority presented to the Governor’s Advisory Committee, found that only 45% of Navy homeowners in the town definitely plan to sell their home when BNAS closes in 2011, according to the Times Record in Brunswick. Twenty-five percent of respondents said they don’t plan to sell their homes, and 30% said they weren’t sure. Few of the renters surveyed intend to stay in Brunswick.
The survey involved more than 800 responses from Navy personnel who own or rent homes in Brunswick.

Right now is the best time for new buyers to get out of rental properties and enter the housing market. Interest rates over the last 15 months have gone from 6.2% in January 2007 to 6.7% in July 2007, then down to 5.75 in January 2008. In recent weeks it has gone to about 5.95%.
